Temporary government workers who failed to pass the civil service exam can become regular employees through the career service examination (CSE) preferential rating (CSE-PR) system.
Civil Service Commission (CSC) Chairperson Karlo Alexei Nograles said during a press conference at the Philippine Information Agency that the system aims to give these workers with ten years of service a chance to become regular state workers.
“In recognition of these government workers who have already contributed so much to our efforts to provide efficient public service, the CSC has resolved to grant them a CSE preferential rating under specific conditions,” he stated.
CSC Resolution No. 2301123 allows examinees who have taken the CSE from March 3, 2024, onwards but failed to do so to apply for the preferential rating system. The said employee must have a rating no lower than 70 percent.
A maximum of 10 points will be added to those who get exam scores between 70.0 and 79.99.
Job Order, Contract of Service, Casual, Contractual, and Coterminous employees, as well as those holding Categories III and IV positions and first-level eligibility holders, must have rendered or are currently rendering a total of ten years of government service during the CSE-PR filing to qualify.
Qualified workers must then file their complete requirements within 6 months of the release of the failed results, including a duly accomplished CSE-PR application form, three identical passport-sized photos taken within the last three months prior to filing, and an original and photocopy of the applicant’s IDs with the complete name, picture, signature, and the issuing officer’s name and signature.
The CSE-PR may only be availed of by applicants once.
Chairperson Nograles added that CSE-PR aims to give aspiring government employees an opportunity to apply for positions matching their competencies, education, and experience.
As of 2023 CSC data, there are 21,905 coterminous, 126,238 casual, and 56,046 contractual government workers nationwide. (GG/PMD-PIA)
