This is a portion of the speech of Maria Charmaine Gaa, Awardee of the Dangal ng RSU from the Romblon State University’s Gawad ng Parangal Service Award.
Modern Filipiniana and barongs filled the Romblon State University Quadrangle as faculty and employees gathered for the RSU Gawad Parangal on September 30, 2020 in celebration of the 120th anniversary of the Philippine Civil Service Commission.
RSU Gawad Parangal recognises those who serve with honour, excellence, sincerity and humility, and those whose work and life reflect the ideal norms and conduct of public officials and employees.
“Let excellence be our signature and let us not waver in pursuing it at all times because what is excellent today may no longer be the standards of excellence tomorrow,” thus stressed by Dr. Merian P. Catajay-Mani, the new University President.
The event was graced by the University’s partner agencies, some members of the RSU Board of Regents and prominent public officials topped by Governor Jose Riano who led the toast of celebration and Congressman Eleandro Jesus Madrona who gave his inspirational address and received the Award of Citation as the Father of R.A. 9721 or the RSU law which was enacted in 2009.
Cong. Madrona pledged its all-out support to the new administration of Romblon State University. Some Provincial Board Members, Municipal Mayors and Municipal Council Members were also present.
The Civil Service Commission (CSC) Chairperson herself Hon. Alicia Dela Rosa Bala keynoted the event via a video-recorded message who stressed the truism that public office is a public trust in that being in the civil service is an opportunity to make a difference.
This was affirmed by the CSC Romblon Field Office Acting DIrector, Mr. Raffy A. Prado, her representative who added that accomplishment does not need to be so enormous for it to deserve recognition because giving one’s best, however lowly the position is, could be enough

Major awards along with cash prizes were conferred to the following individuals:
PAG ASA NG RSU was awarded to Dr Bilshan F. Servanez for his service excellence in innovations with his inventions like bamboo laminates and bamboo connectors and by leading the team of Engineers in creating solutions like sanitation tents to aid the community amid the pandemic.
DANGAL NG RSU was given to Maria Charmaine Gaa former Director of Gender and Development Office for her advocacies in child welfare and Gender and Development- related concerns and for her heroic response to the stranded students during COVID Pandemic despite obvious threats.
Lingkod ng RSU was Juniel G. Lucidos – (CAFF -RED) for his undying efforts in pursuing successful collaborative partnerships with various National and International agencies and networks that have been beneficial to the University.
Several Professional Growth awards were also given to faculty members who have finished their graduate degrees from 2019 to date.
Those who continuosly served the University for these milestone years were conferred the Loyalty Award: 35, 30, 25, 20, 15 and 10 years.
The event closed with the selection the event’s most glamorous male and female personalities that went to Mr Carl Joseph Juanzo and Dr Christina Marie Juanzo who incidentally are siblings.
Last night’s Gawad Parangal’s success is a testament to the University’s thrust of pursuing honour and excellence and is only the beginning of more recognition for service excellence in the years to come.
