Naghain ng kaso ang Office of the Ombudsman sa Sandiganbayan laban sa dating Mayor ng Looc, Romblon na si Juliet Ngo-Fiel at lima pa nitong kasama kaugnay parin sa maanumalyang bidding noong 2007 sa pagpapaayos sana sa irrigation project ng munisipyo.
Ayon sa report ni Reina Tolentino ng The Manila Times nitong Biyernes, September 25, inakusahan ni Graft Investigation and Prosecution Officer Quijano Laure ang mga akusado nang paglabag sa Section 3(e) ng Anti-Graft Law sa pag-award bilang contractor sa R.G. Florentino Construction and Trading (RGFCT) para sa pagsasaayos ng Small-Scale Irrigation/Small Water Impounding Project ng Looc na nagkakahalaga ng P8,999,500.00.
Kasama ni Ngo-Fiel na kinasuhan ay ang dating Municipal Planning and Development coordinator Solomon Gregorio, Municipal Engineer Renato Saludaga, Municipal Agricultural Officer Jessie Jomadiao, Municipal Civil Registrar Wilma Pastor, at Municipal Assessor Rolando Gregorio.
This was “[n]otwithstanding the lack of authority of accused Ngo-Fiel from the Sangguniang Bayan [Municipal Council] of Looc, Romblon to enter into a contract in behalf of the municipality, and lack of qualification and/or non-eligibility of the winning bidder RGFCT, to participate in the public bidding, and despite several irregularities and instances of fraud attending the public bidding and execution and consummation of the transaction in favor of RGFCT,” ayon sa Ombudsman.
“Causing any undue injury to any party, including the Government, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence. This provision shall apply to officers and employees of offices or government corporations charged with the grant of licenses or permits or other concessions.” ayon sa Section 3(e) ng Republic Act 3019 o Anti-Graft and Corrupt Practices Act.
Ang anti-graft court ang bahala tumingin kung my probable cause ba para tanggapin ang kaso o di kaya ay mag labas ng arrest awrrants para sa mga akusado.
Ayon sa The Manila Times, maaring mag piyansa ng halagang P30,000 ang bawat akusado para sa kanilang provisional liberty.
Patuloy naman na sinusubukan ng Romblon News na kunin ang pahayag ni Ngo-Fiel at iba pa niyang kasama kaugnay sa kaso.
