President Rodrigo Duterte has signed a proclamation declaring a ‘State of National Emergency on Account of Lawless Violence,” Palace officials have confirmed Monday.

In an interview in Davao City, Executive Secretary Salvador Medialdea said the President signed the one-page proclamation shortly before leaving for the ASEAN Summit in Laos.

Medialdea said that the spate of terror attacks like kidnappings, beheadings and finally the Davao night market bombing prodded the President to issue the proclamation.

He also stressed it is not martial law, no curfew is being imposed and there is no timeline for its implementation.

PRC denies issuing warning to public to avoid going to malls due to security threats

The Philippine Red Cross called on the public on Sunday to not believe in circulating social messages that the Red Cross is asking the public to avoid going to shopping malls because of security threats.

In the PRC facebook page, Senator Richard Gordon, chairman and CEO of PRC, denied that they issued advisories urging the public to refrain from going to malls due to the security threats,

"PRC does not issue security advisories as such can come only from the national government, particularly the security offices," Gordon said in the post.

PNP eyes 3 suspects in Davao blast

The Philippine National Police (PNP) is looking into the involvement of two females and a male as three persons of interest in last Friday's explosion, according to Chief PNP Ronald dela Rosa.

In a press conference Saturday evening at Police Regional Headquarters in Camp Catitipan, Dela Rosa said witnesses pointed to three persons who could have left or blown off an improvised explosive device (IED).

Dela Rosa however would not give further details of the three personalities. He was not also sure if the three are still in the city.

President Duterte declares nationwide state of lawlessness

President Rodrigo R. Duterte has placed the country under a "state of lawlessness" authorizing the police and military to conduct security searches in cars and frisking of individuals in checkpoints.

Duterte clarified the state of lawlessness is not martial law and does not involve the suspension of the writ of habeas corpus.

Any punitive actions should be in the furtherance of protecting the country to stop terrorism, President Duterte told reporters after an ocular inspection of the blast site early Saturday morning.
